Spain’s official appointment help says the message means the office cannot currently attend you because all its appointments have been taken. It advises checking again later and states that availability depends on each office.
It is not a refusal of your TIE application
The availability message concerns the appointment calendar you selected. It does not say that an immigration decision has been refused. However, you should verify that you selected the correct province, office and official procedure for your circumstances.
